noise at wait to start lite???

Not overly important, but, I hear an air exscaping screech from around filter area(99 7.3). It does not always do it. But sometimes makes a noise for about 2 seconds. It sounds as if you are letting air out of a balloon and hearing a whistle or screech. Truck runs fine. To me it sounds like its bleeding off air. I did the hutch mod, pre fuel pump. Its definately from the filter area.
I can remove the filter cap as an example to let air in. I still may not hear the noise. This is a time when i know air is in the system. It does it say one in 10 starts? Is it normal?Maybe i am trying to fix something that is normal??

i was really thinking the fpr return line. Iput a new o sleeve ring in.I did another. I am starting to think its the filter cap. I got the truck i installed a cap andfilter combo. I heard they are not that good. I bought a fordfilterand went backto the cap that came with the truck. I changed gasketson the captonite. I think its there. I will post in a day if it makes the noise. Its definately pressure noise. The filter area always makes noise but supposed to be internal. This is getting by,nothing is leaking. think its cap, i hope so.

mine's a '99 too, and I never noticed it with either set up.
