No fire with Service Engine Soon light on

HELP!! I have a 2000 F-350 with the 7.3L in it. I have been have some issues with the CPS and have just replaced it with the NEW Grey CPS from the recall...

When I turn the key to "on" the "Water in Fuel" and "Wait to Start" lights blink once and stay off. The "Service Engine Soon" light stays on. I cannot hear the fuel pump cycle where under normal conditions, you can. I can crank and crank but the engine will not fire. Also, when you turn the key to the "on" you can hear a relay click on and the off in conjunction with the two indicator lights above.

The history is as follows: The original cps when out about 6 months ago and was replaced with a NAPA version. This fixed the problem until about a month ago. I was driving through an intersection and the engine cut out. As I coasted through, the engine would fall off to about 2-300 rpm and then race back to about 1000-1100 rpm. It did this as I coasted to a stop and waited for it to settle down. As the engine would fall, the "Water in Fuel" and "Service Engine Soon" lights would come on and then go off when the engine came back and raced to life. The engine cycled like this for approximately 6 cycles and then died. I key the engine and it didn't start exhibiting the same characteristic as above. I drained the fuel from the filter and tried again. I had to cycle the key 8-10 times before the fuel pump kicked in and the engine fired again. Once it fired I drove it to a service station and they tried to pull the codes. The reader was a Snap-on unit and it stated that there were no codes. I drove it home and parked it. I tried to restart last week and it is doing it again. Using my other vehicle, I got the new cps and installed it. No change. I tried unplugging my Hypertec tuning module and that didn't change anything.

Does anyone have any ideas??? Is there a way that I can use a jumper from the data link connector and the test connector to have the MIL flash the DTC's? If so, where is these two connectors? Is there a difference between the OBD-II ECM on the 350's vs the 250's? I have read that being a 1-ton, it does not fall under the gov's regulations for OBD-II and therefore I need a special code reader. Anyone??? :dunno:dunno:dunno:dunno

on an OBD-II truck (96-beyond) the only way to read the codes is with a scanner.

unplug the fuel bowl heater
check fuse #30 under the dash
check fuses #9 & 29 under the hood

leave your key on for a minute and see if the IDM power relay gets blazin-ass hot
(indicating a bad relay)

check the oil level in the HPOP

I checked all the fuses, pulled the fuel bowl heater wire, waited with the key on... Nothing. It did start up, run for a few minutes, then die. When it died, it sounded like someone shut it off. While cycling the key, on the times that it would start you could hear one of the two relays behind the fuel filter engage, otherwise, it would not. Also, after cycling the key about half a dozen times the doors would lock and the unlock spontaneously. Does anyone have a recommendation on affordable laptop based OBD-II Readers?

I've had enough problems with those relays that I replace them once a year..
heck, they're only 8 or 9 bucks...

at worst, it's got a weak fuel pump that won't keep up with the flow..
if you really wanna get Barney, check the fuel pressure while you're doing all that other stuff...

the door locks are wigging out because the batteries are low..
Isolate both batteries, charge them up, replace the ECM, IDM and Fuel Pump Enable relays..

try it again.

I have the exact same issue.. It comes out of nowhere once in a while..

However when we turn the key to "on" You'll hear the relay clicking a bunch of times in conjunction with the dash lights. The "Wait to start" goes out instantly.

We ended up being stranded in a parking lot. I pulled off the fuse panel cover and found the click was coming up from that area.. Checked all the connections made sure they were tight and wiggled some relays around.. and then the truck fired right up.

Relays Tried

Ok. Tried the relays. No change. I am thinking about trying the relays on solenoids on top of the engine behind the fuel filter. Anybody have any other recommendations???
