I noticed this posted on FTE - not that it makes any difference nor did it stop me from getting the truck inspected but apparently we arent supposed to remove closed air intake housings. Shudder, not losing any sleep over it...

Its an air cleaner that allows engine heat into the air element box via some type of door.

My buddy with a turbo Buick ran into a problem running a K&N cone filter. He just went to another inspection place. The first one told him that the air filter has to be enclosed in an airbox if it came that way.

That's why I assume AFE's that have a heat barrier, Airaid that keeps the bottom of the stock box(for SD's)and top piece that seal somewhat to the hood are 50 state legal. If you think about it, the OTR truck's filter's are enclosed, you know the big chrome cannisters on them just in front of the door or doors sometime. Kenne Bell makes a filter setup that's enclosed for the turbo buicks that's 50 state legal. It's just a plastic cone that goes around the element with only one intake hole that's a snorkel to a ram air setup.
