guttless when cold

I have 97 powerstroke that I have had in the shop twice now for the engine light coming on. I do not notice anything wrong with how the truck runs except when it is cold. It seems that ever since I bought it, (3 weeks) it take a long time to warm up. Even if it is plugged in it will take at least 3- 5 minutes before you can drive it. It starts fine, doesn't throw any smoke, but it has absolutely no power until it warms up. It feels like it is governed, no matter how much throttle you give it, it just "muffles" and does about 20mph. After it warms up, you wouldn't notice a problem. The shop just replace all the glowplugs, valve covers and harnesses because they were throwing codes, but it did not help this problem. We do have a turbo code. Any suggestions. It seems like my mechanic (I've only heard good things about him) is starting the "replace sensor until code goes away". Currently he says it may be the MAP sensor and will try that in the morning when it is cold. Thanks, Terry

Sounds like the EBPV (exhaust back pressure valve) is what your mechanic should be looking at IMO
