There isn't a firm cut-off date for when Navistar switched over to the PMR's, since they ran out of PMR's a couple times and had to switch back to using forged rods for a while until the PMR supply got restored. IIRC you'll be safe if you buy a 1999 or 2000, but sometime in the 2001 MY is where the changeover happened...
