Fuel bowl heater

I was changing my filter for the first time the other day and the bttom of the fuel bowl was incredibly rusty and full of crap. I also noticed that the wire in the bottom of the bowl was broke loose on one end. I assume this is the heater and probably does not work - was wondering if and how I can fix this??

you can either solder the end back on the heater base in the filter or you can replace the heater.

the rusty bottom of the fuel bowl would worry me. There have been plenty of guys with the older trucks that have had the bottoms of their fuel bowls rot through.
