    Yep. If theres no power it won't discharge. I've pulled quite a few air bags using that procedure and have been ok so far. I'm still careful up to the point the air bag is unplugged though. But I'm not quite to the point of treating it not like bomb squad.

    Disconnect the batteries and pump the brakes a few times. Some people also touch the battery leads together after they're disconnected. You could also let it sit for a while to make sure all the power is drained first.

    I would think swapping gears would be easiest. It might be worth talking to a local 4x4 shop. They should be really good at swapping gears and could give you an idea what would be the easiest route.

    That's probably your problem. You can't baby these things. Put your foot in it. Let the turbo spool. These trucks like to work. I get 18-20mpg on the highway doing 75mph. I get 14ish around town.

    Yes. Modifying or removing any emission equipment goes against federal law. But it's up to the county about enforcing those laws. There are places in California that don't enforce the emission laws.
